Is there a way to allow posting to past events pages? We have people wanting to post their photos and videos to an event we had last weekend.

If you are member of the event in that case you can still post in the event section, If a user is not in attendees he could not post anything.

According to the last setting in this screen shot from "Configuration > Site", it looks like event walls can be posted to by anyone by setting it to "No", right?:

Yes once it enable other user can post on event wall without joining it.
