Background colour

I just want a site using the Buildr template where most of the rows are colour 4067AC with white text.

At the top, I want a white row with 4067AC text and a different font - for the title.

I've been changing the row colours and in container colour and I just can't seem to get anything to change.

I've turned off supercacher and any other caching I can find and reloaded / emptied cache.

Am I missing something? Do I need to compile css? I clicked settings -> compile css in the template but it made no difference.

It is not clear what you mean at the top - you want to add a new block above the zentools header or you want to change zentools title ?
