Update 3.9 - missing administrator menus

Hello,
I'm looking for your help because I created a site under jomla 3.8 and while the site will be finalized, a super site user to click on the update 3.9.
So now the menus of the back office do not appear anymore;
So I decided to restore a backup.
I used two methods, the first that of the host Ovh by clicking on the button restore a backup to J-1.
The second method I downloaded the site snap-1 and then put in the directory www via Filezila.

None of the methods worked, the site is still the same as the day that there was this bug. That is the 07/11/18.

Can you help me please? ...

Kindly review as your admin details added in edit fields arent working so as to take closer look. Also, The screenshot isnt appearing as provided through redirection link

the ftp access is correct

You may try reinstalling Joomla core files for the specific site by going to Components >>> Joomla update >>> check for updates >>> reinstall Joomla core files in admin backend

As apparently seen, Certain core files related to rendering of administrator template assigned, during installation of Joomla have been corrupted, in this particular case, and that refreshing/reloading the Joomla core files may correct the problem.

Would suggest to take backup of your site before performing aforesaid steps, in case rollback required whilst facing any issues e.t.c

You may give it a try as I had replaced the /administrator/modules/mod_menu folder and the module parameters which werent appearing for administrator menu module earlier are now appearing henceforth, there appears to be instance of either core Joomla files responsible for calling and rendering of administrator menu module to be corrupt or missing

Admin panel menu are being rendered from the admin ISIS template which is installed by default in Joomla package and it doesnt relate to template you have assigned for site

Kindly try the suggestion provided above
