I really like the design of https://www.gavick.com/joomla-templates/evonews but when I look at the source it doesn't seem to be made with Joomla or Wordpress. It's a static site? Is there a Joomla template available that had this kind of looks? It's surprisingly clear.

Nice to hear that you liked the template design. It is Joomla template as also mentioned in the template overview page and has been made more versatile and flexible with additional functionalities as outlined in the overview page
You can always deploy quickstart package of the specific template after purchasing the membership to gain access which would give you replica of the demo site henceforth, enabling you to explore more in depth
