Where do I find the settings on the Ja BIZ template for display on small devices. All the content is distorted for the devices such as phone and tablets. Is there a configuration for this?

You should first enable the responsive feature from template manager ->General tab and later verify from Layout tab your positions and their settings for various responsive views

What to do next after I enable Responsive ?
If you can share your website url i can better answer to your question , If i cannot see it's layout on mobile devices i cannot say what to do.

In your responsive layout tab set the position-1 and position-2 to have grid width to 12 for xs ( extra-small devices)
