Yes, there will be many more content blocks, elements and pages added to the library and it will include Header and Footer content blocks.
In addition, there will be a feature called "Share Block", it would be released in upcoming version. This feature will be used for building Header and Footer. The block that is set to Shared will be shown in all pages assigned to same template style.
