I did create a custom.css file. But since I am using a custom local theme which I named myc-blue-home, I put it in that root folder. Where you are advising me to put it will not work, unfortunately, since I am using a copy of one of the four color themes which come with the template. I did this via template style/theme magic tool. Saved as copy and renamed. I am not using the default template.css files which can be found under the templates/css folder. The custom.css file has to go in the root folder of whichever theme is being used. At least that's how it has always worked before this.
