Hi,
This is a quite old template which is built with old T3v2 framework. In this old version, it will not be responsive as templates built with new T3 framework, instead, it provides some mobile layouts for popular devices only such as: default desktop layout, iphone layout, handheld layout.
You can see which blocks are include in each layout via Backend > Extensions > Templates > JA Tiris > T3 Options > Layouts tab.
By default, the mobile layout like: iphone, handheld show the main content block only but as I can see that the homepage of your site is set to show featured articles but at this moment, there is no featured item so nothing displays there.
I just edited iphone & handheld layouts to include the slideshow, you can clear browser cache and see it now.
