Install error plus 404 on save

I got a long list of red errors when installing Publisher. Errors start like this:

Publisher Manager - mysite.com - Administration .menu-publisher {background: url(components/com_publisher/images/menu_image/publisher.png) no-repeat;} .

I saw the note about enabling Bootstrap. But after install, when I try to save anything in the General admin settings, nothing is saved. Instead I get a 404 error.

Seems to be a security issue on server, can you please do next steps - https://clients.whc.ca/en/knowledgebase/1288/How-to-turn-offoron-ModSecurity-firewall-rules-on-your-account.html - and then please test again.

Can I turn mod security back on after a successful installation?

I just turned off Modsecurity in cpanel and I get the same error.
