I installed the tpl_ja_admin_1.0.7.

It is not a ja_admin issue, your administrator joomla template isis has also issues, this is a joomla core issue related to a php missing library ( Iconv) Try to ask your hosting provider to fix it.

Is ja_admin issue because do not access modules when a active ja_admin default template.
Can you see this ja_admin ja_admin.
Can you see this ISIS template.

Can you see this when active ISIS template to insert image is all perfect:click.
ja_admin i can not access modules.

There is a new release for ja admin template, 1.0.8 please update it, also your website is running an old and unsecure version of joomla so please update also joomla version.

Take always a backup first to update joomla and extensions.
