If you are new and want to create site in minutes you can use JA Builder, that offer pre built layouts.
On Uber you can more control over the modules. If you know Joomla well and want to create customization in style you can go with Uber template.
You can also user Builder on JA Uber template page with Builder Menu type.
I suggest you to take a tour for the demo and decide as both has advantage over each others.
