error in module contact

Kindly check now. Have changed the CSS to :

header#t3-header {
    z-index: 110 !important;
}

along with correcting the syntax which will ensure that the specific CSS rule-set will apply due to more superlative inheritance

Ensure to clear your browser cache if changes dont reflect
