IP is changed randomly it blocked access again.

Please note the name is Content - CAPTCHA http://prntscr.com/nprpb4 that you need to configure and use. Not Joomla captcha plugin.

Confirmed all of the IPs are whitelisted. To help make faster progress on this, I have removed all IP address restrictions. Give it another try.

Could you grant the super admin permission for provided account also? I tried to test the default contact form to see whether the email function on your site work or not but it seems the contact form is set to use captcha but captcha plugins are not enabled.

Because of ongoing problems getting support on this issue, I disabled all IP-based blocking on the site back on June 30th. There is nothing on the server blocking traffic based on IP addresses.
Please try again after clearing your browser's cache.

It looks like you customized this module in template, could you check the FTP account again?

I got this error when trying to access with Filezilla:

Command:	PASS *************
Response: 	530 Login authentication failed
Error:        	Critical error: Could not connect to server

This template also overrides this contact module, could you update the latest version for template first? it will fix the issue.

Updated the latest template and tried sending an email. Looks like it worked!

Out of curiosity, why is a template (which should be colors, fonts, and layout) have an impact on the functionality of a module? Doesn't that violate Joomla's whole MVC approach?

Were there any other changes that you made behind the scenes? I have the same issue on several other websites and I've tried updated to the latest version of the plugin and the latest version of the template but I'm still getting the CAPTCHA_SPAMER error message on those sites.
