Megamenu, are not saving at's settings.
1) Is correct a "Public" submenu getting hidden when we are connected in Front End?

2) perform a configuration in Megamenu, after saving it loses the settings.

I tried to set dropdown under 'PRODUTOS' item and load a module there with 'Registered' access: http://prntscr.com/nxdvqw

Good morning, thank you for the feedback.
So, realizing that you succeeded, clearing the browsing data from my browser (Chrome), but it did not work.
So I went to test another browser. I had to do the settings using Firefox, Chrome was not accepting the settings.

Try to disable any add-ons installed in Chrome on your PC as I also tested with Chrome but it works well.
