Have installed the 4.2 on a test site How do you enable the progress bar display on the registration page of a event. May I know which progress bar are you referring to?
For the theme, make sure that you set the theme for menu item that event belongs to.
If it doesn't work, kindly share the credentials of this test site, I will take a look.

Might just have been a cache issue as the registration progress bar is not displayed.
On the above link does the dt theme control the registration page or just the event list pages
Some style in registration page should inherit the theme you're using, kindly share the credentials of your site and tell me the page you're referring to, I will take a look.
