I developed this site, with the JA SUGITE template, everything is fine, except the button bar in the mobile version is not visible. The hamburger menu does not appear. whats happen?

Go to extensions -> Template manager -> Edit your template and in navigation tab enable Collapse navigation for small screens if you want to show your menu in mobile versions.
If you want indeed to have the off canvas then go to Add ons tab and enable the off-canvas sidebar
