blank space at top of page

I am using Promo bar on my (JA Builder) site it has put a white space below the menu.
See attached screenshot with red arrows showing the white space.
Can this be removed?

Try to add to the custom.css section this

.jub-block.spotlight-1 .spotlight {
padding-top:0px!important;
padding-bottom:0px!important;
}
