Custome CSS not applying after change on configuration.php file (offline = 0 )

Custome/External CSS is not applying anymore. After changing the setting of the configuration.php file from 1 to 0 to make the website live. Changes to the CSS are not being applied to the template. The only change was done to the configuration file "public $offline = '1' " to " public $offline = '0' "

When the site is in offline mode, it use offline file only and in this case the css is coming from offline.css file.
if you want to apply css changes, you can apply them in offline.css file
