On that 'apartments' page, as I can see that load an iframe for that page which displays content from another site.
I tried to assign this menu item page to Protostar template and the popup also doesn't work: https://prnt.sc/q4xn6l
So the issue doesn't come from the template, kindly check the destination site you added into iframe.
