It seems your site not using English language
For poll there is different values used,

COM_COMMUNITY_POLLS_LIMIT_REACHED="Poll limit has been reached."

kindly check the language file for this value.

You can open file components\com_community\controllers\polls.php

find string COM_COMMUNITY_GROUPS_LIMIT_REACHED

replace it with COM_COMMUNITY_POLLS_LIMIT_REACHED
