How can I use other ACM elements like testimonials in the justitia template?

Why isn't there an ACM module with all of the possible elements?

JA ACM is not a standalone module like other Joomla module, it's just a custom HTML module with some advanced features implemented specific for special purpose of template it's used with. That's why each template will have only 1 or some available types of JA ACM.

May I know which type of ACM you want to use in this template? I will forward to the team if they can support.
