Customize fixed header and menu

We are building this. http://new.rebelwipes.com/
It has the old-school relative-positioned header and menu.
We want to achieve this. https://www.wwbic.com/
It has a shrink-on-scroll fixed header and menu.
Can someone please tell me how to achieve that with one of your templates?
Our developmental sites is based on JA Morgan.
Thanks to anyone who has done this and can help!
The example site I offer is WordPress. But there's no reason in the world that it can't also be done in Joomla. I know it's all generally done with a bit of script and custom CSS.

Hello and thanks. The tutorial looks good. However my technical associate Peter Engel is unable to get it working. The site is now live as rebelconverting.com. I wondered if you would be willing to take a quick look at how Pete has set it up. He tells me he did put in the code and still it was a no go. It is not too surprising because every template is a little bit different. I'd be happy to PM you a login.
