Why can't we use the JA ACM Module on every website?

Why can't we use the JA ACM Module on every website with a JA template? This is a huge deficiency and injustice. Please solve this problem.
For example, I want to use the advanced features in the JA University template.

JA ACM is not a standalone module like other Joomla module, it's just an advanced custom HTML module developed for specific purpose of template it comes with. Each template can have some custom style / layout to meet the design but used for that template only.
