Our site has users who are alumni of several organisations. While we can validate a user against an email address, we have a process in which we are validating users with their alumni organisations. What I'm looking for is a method of visually identifying a user as having been validated externally - i.e. their user information is true as submitted and has been validated by the external organisation. I’m looking for a visual cue for those who have been checked and found to be true, similar to Twitter's blue tick mark next to the name of verified accounts. Is it possible to accomplish this with a badge of some kind applied by an admin only, or is there another way to add this kind of visual cue to a member, also admin applied only?

I am afraid its does not manual. but yes you can increase the user points of the users from backend/Database to add the badges. Once user has define no. of the points the badge will show on his profile.
Is it possible to set a badge at, e.g. 100K points, turn off all activity values for all badging, and then as an admin, on the back end, give a validated user 100K points so that that badge is applied to only those users?
You say 'once a user has a defined no. of points, the badge will show', but don't say if points can be given to a user by an admin. If an admin can't do give/provide badging to a user are there any plugins or any other solution that can provide this kind of visual calling out of a profile that can be provided by an admin?

Admin does not do this, the badges based on the points the user will earn via activity. If you want to set custom points for a user you need to make changes in the DB for that user points value and the badge will be added.
