Error: Call to undefined function Joomla\CMS\Language

After installing JA Muzic quickstart on namalowetv.com, the result is:
Error: Call to undefined function Joomla\CMS\Language\simplexml_load_file(): Call to undefined function simplexml_load_file()

Is there a fix for this issue? There is no site login info because I cannot complete the installation. Please help.
