JS Shadow is a JomSocial theme. It work only for JomSocial area not Joomla template, so it called as JomSocial theme or JomSocial template.

You need to add the code in custom.css of your Joomla template not Jomsocial. I am not sure what Joomla template you are using as you do not want to share the details support policy link i shared so you can read the policy to know how support work.

Add the code at the end of template.css file of your Joomla template if the support not support the custom.css.

Again if the code not work you have to share the page URl there is no other way to check why code not work.

      Finally you are clear. Thank you for taking time to read my entire question and thinking about it first.

      Now I know what to do . I will edit the joomla template, not the jomsocial template, which is not really a template but it is a theme hiding inside the tempalte section.... that is very very confusing....perhaps that jomsocial section name should be changed to be "Themes" rather than "templates"....

        One thing is confusing

        If the cover photo is inside jomsocial, why do I need to edit joomla template? Why not edit jomsocial theme to have smaller cover photos?

            Via custom.css you can override its easily and it will not override when you update the JomSocial theme.
            If you want to edit the core files you can but it will be override when you update the theme.
