I'm sorry if my reply was not clear enough. Yes, you should add this custom css into the 'custom.css' file.
In the Media Queries docs I sent above, it provides in details of how to declare the custom css for specific screen size.
For example, if you want to apply a custom style for mobile only, you can use this:
// Extra small devices (portrait phones, less than 576px)
@media (max-width: 575.98px) {
/*your custom css goes here*/;
}
The same for other screen sizes:
// Small devices (landscape phones, 576px and up)
@media (min-width: 576px) and (max-width: 767.98px) { ... }
