How to edit the en-GB.tpl_ja_vital.ini file

Hello. I would like to change this OR US OUR HOTLINE 24H on home page, I copied the language\ en-GB with the en-GB.tpl_ja_vital.ini into local folder and edited the line TPL_HOTLINE ="" However the changes never reflected. I also edited the original en-GB.tpl_ja_vital.ini and still no change.
How do I edit this text

Kindly apply changes in the site root folder/language/en-GB/en-GB.tpl_ja_vital.ini
You can also make an override via Joomla language override options.

Ninja I made changes in the site root folder first already and change was not reflected

I have gone to the joomla language override options and the correct edit is what is there as per attached

I have not found any override option in Joomla.

Change the value and check. I did a test and override is working fine.
