Anchor link does not work from menu

Hi all,
A couple of weeks ago someone wanted a menu link to go directly to an anchor on another page - so that the page scrolled to the anchor.

That is what I want to do with this menu link: Plants for retailers -> Promotional ranges
http://103.27.32.8/~lewishor/plant-retailers/brands/lewis-brands/all-brands

I want the menu link to scroll to the title 'Promotional ranges' (near the bottom of the page)

I tried changing the menu link from 'article' to 'System Link - URL' , and adding the anchor (#promo) to the page link:
http://103.27.32.8/~lewishor/plant-retailers/brands/lewis-brands/all-brands#promo
BUT the page is not found (404 component not found)

It seems you can't go directly to an anchor from a menu link. Is there a way to do this - to go to the page, then scroll to an anchor?

Hi all,
I've searched for a solution, and it seems this can't be done?
If you have a solution, I'd be interested to know how do do this.

(In the mean time, I created a new page and rearranged the contents to meet my needs - it's not an ideal solution, but will have to do for now.)

If there is a solution, I'd like to know.

The promo images are at the footer it can not touch header at all as they always on the footer position.
The #links with with ID.
For example you added a custom html module

<div id="promo"> hello test </div>

Now you can use promo in the URL.

I found a plugin that does this, and it works.
But I would like to understand how to do this without a plugin.
Could you explain again please, how to do this.

Hi
The menu system url work only if your content has section ID.
For example you have custom html module and this code

<div id="promo"> hello test </div>

Now add #promo in the menu url and it click on it will redirect you to custom html on which the code is present.
