About Paypal may i know what extension you are using on site?
JomSocial is under development for the new feature and more fixes, we also working on the Joomla 4 compatibility planning. I can not give an exact date at the moment as there will be more fixes planned for new version.

Its depend on the Pay for accepting this type of cards service. you can get in touch with paypal support for the payments related issue with the card is not accepted by Paypal. You can also try Strip (credit card) payment options if your card is valid for strip payments.

Paypal accepts my card, and I can pay with it, or with a paypal account balance. However, you do not accept. You only accept payments with 3 brands (mastercard, visa and american express). That is, users with a paypal account balance, or cards with other brands, cannot purchase
