Upgrade from a version 2.5 to a version 3.X of joomla with JA Puresite

Hello,

I just started working with a non-profit organization that is at this time running a website on joomla2.5 with your template? module? plugin? JA puresite.
The website was started in 2006 and apparently at this time your template? module? plugin? was free.
I am supposed to upgrade their website to joomla 3.5 at least to be able to upgrate their server to PHP7.
So I would like to know which plan we should switch to? what would be the price? is it safe to update ?
