Recreate graphic on JA Sugite template

We're looking to create a page like this one: https://backlinko.com/seo-tutorial.

For the main graphic at the top of the page, where it says 'The Ultimate SEO Tutorial For 2020', is this done using a module with a text block and image side by side? Or is there a better way to do this so that it doesn't make the page load too slowly?

What is the best way to recreate this graphic so that it loads like one continuous image on desktop, but two separate ones on mobile? And where we can change the background colour of a whole panel like this. Thanks.

You can create this kind of block by using a custom HTML module: add the content + image like that. And of course, you have to customize style so it can look the same like that site.
