Changes in custom.css not showing on website

Hi, I have used the custom.css file to make changes to various websites many, many times so I am very familiar with how it works.
What has me puzzled on this site, no matter what change I make in the custom.css file, the changes aren't showing on the website. It is in the correct directory ../templates/ja_morgan/css/custom.css and the permission is set 644.
Can you shed any light on this?

Hi
In case your site using cache, do not forget to clear Joomla and browser cache to see changes instantly.
In some case if the code is wrong that will not work.
You can let me know the code you added the and the URL of page and screenshot on which you applied it and not working, I will check it further.
