Hi Tom,
It relates to the layout settings, at this moment, only 'home' layout has that 'section-1' or 'section-2' positions, however, the template style 'ja_resore -Home' is assigned to some menu items of main menu only, not other menus so that you don't see this module on frontend.
If you use multilingual site, I recommend to duplicate template styles for each language, the same way that you create menus for each language.
