I was referring to the Firefox console (it also appears in the Chrome debugger). It can be viewed on any page except Home.

On the "Financial Services" subpage of Alpha Template, you can see that the Up button does not work. For it:

Click in "Financial Services"
Then, scroll down the page until you see:
"Pellentesque habitant morbi tristique senectus et netus et malesuada fames ac turpis egestas. Vestibulum tortor quam, feugiat vitae, ultricies eget, tempor sit amet, ante."
Now try to click the UP button and it doesn't work.
Only if you scroll to the bottom of the page does it work.
