I checked your site but it not appear as you shared in first screenshot.
This will be style for footer module that you can override in custom.css
.t3-footer {
background: #222222;
color: #555555;
}
.t3-footnav .t3-module {
background: #222222;
color: #555555;
}For the CB login module the template has override style but it not same you asked. You can apply the steps from doc here : https://www.joomlart.com/documentation/joomla-templates/ja-social-ii#community-builder to get same style.

Open css folder of the template and create custom.css file if it does not exist.

If you want to change the Module position width in the footer you can resize them from Layout options.
