I cannot Install QUICK START

I have joomla 3.9 installed and when trying to install the Quick Start, I get the following error.

JInstaller:: Install: Could not find the Joomla! Configuration XML file.
The Joomla package cannot be installed from the extension manager. Please use the Update component of Joomla! to update.

A Joomla package itself a full installation including Joomla and can not be installed like this.
Here is documentation helps you to install quicktart package :
joomlart.com/documentation/other/quickstart-installation#install-30
Its standalone new installation and not work on already installed Joomla.
