any popup or modals will do im using regular labs but its not working with bs4 only bs3

mayari79 Bootstrap has it own modal component: https://getbootstrap.com/docs/4.5/components/modal/ but you need to implement it manually.
It's better to search for a modal plugin in JED: https://getbootstrap.com/docs/4.5/components/modal/
or ask Regularlabs for the update as Joomla 4 is coming and it seems even support BS5
