I was wondering if there is someway to make the top article width be the width of the whole screen like the front banner is? I am using the Charlestown template.

Sure thing, on this page you can see how the image isn't full width
That image belongs to the content of this page which is bounded by a wrap with the content. So I'm afraid that it can't be in full width.
I suggest you to use a module to show full image on top as you wish.
