If I need to make any core plugin based on access will it come as per user assigned to that group. I was trying for google ads plugin which was not showing as per ACL. Let me know if JS plugin works if access is public only.

The community type plugin use the resource from JomSocial and need to be public view for full working.

i shared it with dev team member to re check, last time the same request has been made from a user but plugin type not supported for different group.
I will update if there is any possible option on this.

I checked currently its not possible in this type of plugin, you have to keep it public to add it as application for user profile.
