Edit buttons over flashing

Hi - when I edit articles from the front end the buttons top and bottom of the edit panel are overflashing - screenshot attached.
Does anyone know how Ican clean this up?

Could you share the correct URL to access backend of your site? I tried to login but it locked my IP address. I'm based in Vietnam.

Is this your IP - 171.241.141.61? I have unblocked it. Please let me know if it is the wrong one.

I have added the url in the secure area - I'm sorry, I should have thought to do this initially.

It's still the same, could you whitelist IPs from Vietnam? I also try to use VPN but it's locked too.

Can you confirm your IP for me please?

I don't understand how I'm blocking Vietnam :-( I used to have geographic blocking turned on in Admintools, but but Akeeba have removed this function. I've checked through my htaccess file and I can't see any blocking code in there.

And I don't know how to whitelist Vietnam - I can't see any option to do this.

As an alternative I have temporarily disabled Admintools - could you try again please?

I updated this custom css:

.edit #editor-xtd-buttons .btn {
    display: inline-block;
}

.edit.item-page .nav-tabs li a {
    display: inline-block;
}
