Your account should have permissions to import PRO bundles, could you please try this way?
1 - Logout your JoomlArt's account in T4 Page Builder component
2 - Logout from administrator site
3 - Clear all caches + cookies and login again
If there is still no go, you can share the admin account of your site + your JoomlArt's account, I will check for you.
