Is T4 also a template builder

Hello, I would like to know if T4 Builder is also a Template builder?

I have a request from my customer, who wants me to change the existing template from scratch. I want to avoid having to redesign every single page, but would prefer creating a new template so all pages will get the new template design.

T4 page builder is component that work on any template. You can create own styled content using T4 pre built section/blocks or custom content using elements.
It does not customize a template like your template has module position that is part of the template only. In the demo of T4 we used T4 blank Joomla template.
