2 - I would like to clarify a bit here as it seems that there is misunderstanding between T4 Builder and template layout.
T4 Builder is kind of component, all the blocks/elements you added into the pages (created via T4 Builder) will show up in the 'component' - main content part of a page.
Other sections like headers / sidebars / footer / and other positions will be supported by the template you're using and it's JA Artsy template in this case.
I check the 'Blogs' page and it's being assigned to 'ja_artsy - Default' template which is using 'blog' layout:
by default, this template style will use 'default' layout and it has footer section. But on your site, it seems that you already customized the layout and removed this 'footer' section. I temporarily added this footer section again into the current 'blog' layout. You now can assign a module you wish to this 'footer' position.
By default, this template uses a JA ACM module in this position:
I tried to create for you but I see that JA ACM module is not installed on your site now, I'm not sure you don't want to use that module or not so you can decide and assign a module you wish to that 'footer' position so it can show up.
