Your screenshot seems not correct as it showing Menu items.
About re order of the module You can change the Module position from Joomla module manager to move it below.
If the module position is same you can see the Ordering option in the right side of page when you edit the module to set the ordering.
Your site is currently Offline kindly put the site online or submit login in such questions.
