How do I stop the menu bar?

When I scroll through the content on the page, the menu bar is hidden. How to display it permanently so that it does not hide when scrolling the page?

In the template only Header will be sticky.
Can you submit a temp super user login of site in Edit fields option in first post I will check the possible option for you.
