Do you mean that the 'topbar' position doesn't show up in the position list?

Did you add it into templateDetails.xml file?

In the Layout Settings of template, you have not assigned any module position to the 'topbar' section yet:

You can create a new position or add an existing position there, and assign JA Promo Bar module to that position.
