This topic is related to Migrator of CB to JomSocial.
For each different topic kindly do meger them as this topic for the Migrator error you are getting to migrate your CB data to JomSocial.

About the site its blocked http://prntscr.com/1oweorv , Kindly allow the site access for India and Vietnam.
If you do not have the Community builder on site this option is not for you.

There is no issue to solve as your site does not have CB so nothing to migrate. Migrate option is used to migrate data from community builder to Jomsocial. Your site does not have this extension.
