Hi
It appear your Joomla installation is not done and issue in Database. Have you update Joomla recently and getting this error.
Try Database from Extension Manager -> Database -> Fix and got the problem

i load the last version from jomlart ( JA Blockk) 2 days ago
all is updated
i fix the database

but i find that i have problem with php (Attachment)

The PHP temporary folder is not set.
The PHP temporary folder is the folder that PHP uses to store an uploaded file before Joomla can access this file. Whilst the folder not being set isn't always a problem, if you are having issues with manifest files not being detected or uploaded files not being detected, setting this in your php.ini file might fix the issue.

If you installed it fresh and made no changes like Joomla update specially i suggest you to re install the quickstart with fresh version again, As this issue is in the installation in Joomla core.

i can add tags in components tags
but i can,t add it in article !

The shared URL is not a fresh quickstart package and it has an older site with multilanguage.
When you use Joomla and update sometime there is issue in the updation and result such issue.
Such issue appear normal on Joomla forum : https://forum.joomla.org/viewtopic.php?f=710&t=800583#p3167456
I suggest you to apply suggestion given on Joomla forum or post a topic on forum.

as i understand the problem with Tags is a joomla upgrade problem ! not Joomlart ?

Yes, the problem is in the Joomla core on your site, you can apply the suggestion from Joomla forum and post it if that not working for you.
