JomSocial is premium extensions and its access is limited for active subscribers only.
The current version is working for the Joomla 3.9 and RC5 Joomla 4. We are releasing new version this week for Joomla 4 and it will be also updated for demo site so u can check there.
If you need the package to test on your site, it required JomSocial membership.
